 It's an fm radio, how do most fm radios act when there's no signal.
I've got a 900mhz one and when it's unhooked from the line you hear
a faint bit of static and that's it. OTOH, if I wrap my hand around
the antenna you get your ear blasted out with static even if the base
is hooked to the line and you stand right next to it.

 As I mentioned to Jeff, a good chunk of the 49Mhz phones use the same
circuits as any other 49Mhz gear. The only difference is what functions
were used. Depending on the chip, all you have to do is remove a fixed
value resistor and replace it with a variable.

 For the new stuff yeah, but for the 49Mhz gear anything even remotely
resembling a ctcss or pl circuit is going to be very rare.
Even some of the late model phones don't have that. Mine doesn't as the
handset is from one model and the base is another. If they're going to 
have anything like that, it should at least prevent different models
from working with each other. (fwiw 10ch 900Mhz panasonic's w/sony chipset
made by sharp)
 And it's not like you can't retune them, or remove and replace that 
circuit.
