The fault lies in management, whether you choose to see that or not. Fans got 
fed up with seeing their favorites leave and the team being too cheap to even 
come close to giving their players enough money to stay. It wouldn't have 
taken much but the Expos would rather play loose with their profits until 
they no longer had profits.
