In our State this is referred to as Tort liability, and the LE Agency
*MUST* reimburse the citizen for the damage. Which is why commandeering
isn't used much around here. We see it (Tort Claims) for tires damaged
by out spike strips more then damage from accidents caused by taking a
citizens car.
