     I suppose you are refering to an application from "ml.org" wich 
they apparently do not offer in other OS flavours.  Why not just handle 
the "Dynamic IP Address" problem by simply "publishing"
it on a ® WEB ¯ 
site?  It is done (as a backup resort) with CompVision BBS, i believe. 
This way you wouldn't even need to use the services from `ml.org'!... 
 
     This is just a thought but can't that kind of a problem be dealth 
with in a simple manner?  Hummm...  Maybe not, i don't know what you 
meant for sure...  Anyway, sorry if that solution doesn't sound great!
