Because the terminator (';') may terminate even a NULL sentence, ie:
cout << "Hey!" ;
theoritecally (sp?) produces the same code than:
cout << "Hey!" ; /* NULL sentence */ ;
or:
cout << "Hey!" ; { /* YANULL sentence */ } ;
