I just checked the AboutTime website http://www.arachnoid.com/abouttime/

It appears that AboutTime uses the NTP system to set its time.  That system
uses and distributes UTC.

Does your mandrake system have a patch^H^H^H^H^H^H an update installed for
the new EDT?  How 'bout your OS/2 system?

NIST seems to be doing OK from what I can see via my NTP sync-ups, and also
from this site:
