No that isn't right, otherwise dimmers wouldn't work as well as
they do. Constant power gives constant brightness.

You can check this easily with a variable power supply and a
voltmeter and an ammeter. I've done it many times.

More accurate to say the usual incandescent lamp acts rather as a
constant CURRENT load, due to its PTC characteristics.
