If you're lucky, you can start out with an investment of maybe $25 for a used 
16-channel scanner with all the local intersting frequencies already 
programmed in.  That should do you for a little while, and then after you 
decide what features you need, you can get something a little more pricey.
Word of advice:  Keep that old clunker even after you buy the latest 
whiz-bang scanner.  There will be situations where you'll want to monitor 
something but won't want to risk your 'good' scanner.
... The best defense against logic is stupidity.
