Matt.....your opinions don't count where the facts wont bear them out 
(and you a lawyer depending upon an opinion to make your case....shame

Class size has been an issue for many, many years.  Teachers have always 
know that smaller class sizes are easier to manage (given the right 
mix).  You suggest that the "preoccupation" with class size is a recent 
phenomena....where did you obtain this information (source and page 
number please!)
