That's exactly what it's designed to do... essentially, it generates
harmonics in the upper range and subharmonics in the bass regions. It can be
a very useful effect if used subtly; chances are your friend had it adjusted
poorly. I like to use a 462 when mastering to cassette to ever-so-slightly
enhance the bottom and top ends, but find that anything beyond just the
smallest amount of effect tends to be too extreme.
