I was thinking of the version of Office you run but if the feature was
there in O97 then it wouldn't surprise me that the routine didn't get
updated until someone noticed the problem which wouldn't have happened
until fairly recently (try transferring 2g of email over a modem, now that
we have dsl well...)

Nope, started happening once they merged the Win 9x teams into the NT
project and made it the bread and butter OS version. That's when the
compromises started in order to make it all things to all people. Prior to
that the NT team enjoyed a lot more freedom in what and how they did things
and what were "must have" features. Once NT became the focus,
they lost that control and a lot of the people started to bail.
