You hinted yourself at "the rest of us know better" ... you
didn't mention "selection of the IC" but now you drag that into
the equation.
 
Since the ruling as per P4-so-and-so the IC has interpreted that
"majority" in the case of IC-selection is linked to zone-size.
 
You may pluck your nose as often as you want but that most likely defines
that the IC is selected by a majority of the nodelist and not by a Junta
led by someone in Windsor, NY supported by at least one fake-ZC.
