But the selection of the IC was already defined in policy, that was the
method used, your redefinition was not needed nor is it enforceable..

At that point it was too late, you should have pulled the rabbit out of
your hat sooner, even though according to above, any rabbit could be
outvoted and its not unreasonable to assume it was since the ZCC used
existing methods to elect Malcolm.
