NEVERMIND.  :(  If the original segment arrives with a non-UTF encoding,
then it would be difficult to guess the intended char replacements
without human intervention.

..: For now, maybe the best way to get the originator's attention would
be to disqualify the "ill formed" entry from the official nodelist.  ???

Is there a way to for you send a corrective DIFF command that the ZC
process could use?
