That's not what I was trying to get across. I can call my ISP which is over 
100 miles away, and get a 31.2 connect with him on a "regular basis". Someone 
a few blocks away can call, and also get a 31.2 connect. Doesn't that seem a 
little "peculiar"? I _DO_ get 33.6 connects, but only with one caller who 
uses a USR Courier.

I believe in Saskatchewan, it's pretty much all fiber. 
... Nothing is so smiple that it can't get screwed up.
