Hiya...I have 4 budgies, and I have found that the key to getting them 
tame and keeping them that way is to make sure the wings are clipped and 
spending some quality time with them EVERY day. 
My 1st Budgie was a blue one that that I got for $9.99 on sale at
McCrories. I knew absolutely nothing about birds and bought it on a
whim. It had a purplish cere and the girl in the store told me it
was probably a boy. I named him Uriel and he kept a purplish-bluish
cere for about a year. By that time I had bought him a friend that
had a brown cere. Well shortly after that Uriel's cere turned brown-pink
and I am almost sure that he is really a she. My other Budgies were so
well defined that there was no doubt. I have a real cute little guy,
named Gabriel, that is half English Budgie that has the bluest cere
that I have ever seen. He is the tamest of the Budgies, although his
girlfriend, Xena, the Warrior Budgie, is very tame also. They were
latest additions and by the time we got them we had really learned a lot 
about birds.
Mine don't talk, they just chirp and chatter a lot, but I hear that 
Budgies can be very good talkers sometimes. I also have a grey female 
cockatiel named Merlin (we thought she was a male too, at 1st) who 
doesn't talk either. I guess they feel they don't have to because my 
male Timneh Grey, Gideon, talks enough to make up for the other 6 (we 
also have a young Green-Cheeked Conure named Loki that is just starting 
to say a word here and there).
Budgies aren't as delicate as you may think...just love them and care 
for them and keep them out of direct drafts. Wing clipping is a good 
idea not just for taming them, but for safety. That way they can't fly 
into windows, mirrors, walls, etc.; and also will not be lost if somehow 
they accidentally get outside somehow.
Write about your bird as time goes by...and good luck. My life has been 
SO enriched by all my feathered family additions.
