Hey... How come when I set auto duplex I press my key and on
145.400 I transmit on 144.800?
  
   Who set up these offsets.  Plus some times and then negitive others.

   I know that cable is not regulated by anyone.  Its by subscription only 
and no Federal or State agency has jurisdiction on the same frequencies that 
were once regulated when they are in the air.
    Those frequencies in that cable wire are not regulated!
    That means that the TV we get on CSPAN can be fictional.
