Your numbers are off because you did not discount for multiple hats
worn. Zone 5 has two votes since the ZC and RC is also one of the two
NCs. Zone 4 would have 4 votes because of overlap. There are two
cases of dual hats in zone 6 that I can see.
Zones 1 & 2 are too big to examine by hand, but Zone 2 is probably
down some number of votes for a similar reason, e.g. Jan has two hats,
you have only one -- not two. I'd expect that there may well be other
dual hats in both zones.
Bottom line -- your counts are off.
