None of the ZyXEL modems currently do 33.6k.
When you say you want "voice" it isn't clear what you mean.  There are two 
different "voice" things that modems can do.  Some (such as the ZyXELs) can 
function as voice mail systems; others allow you to talk to the person at the 
other end while keeping the data stream going.  That requires two modems of 
the same type, and ZyXEL does not do that at this time.
