subject: Reboot without POST under DOS 7

Hi All?
I've tried to write a program that reboots your computer without having the 
POST executed, just with INT 19h.
It DOES show the message Starting Windows 95 but then locks the system.
Under DOS 6.xx this worked perfectly (unless you had some strange TSR 
installed) but under DOS 7 (NOT a dos-shell in the GUI!) it doesn't work.
Has anybody a solution for me?
