Catholics believe in Sacred Scripture and Sacred Tradition as forming the basis of their faith. Nothing can be above Sacred Scripture. Not even Sacred Tradition. The Catechism of the Catholic Church explains the faith. Papal Encyclicals are documents or writings by the Pope in regards to what Catholics are obliged to believe. If a pope says something at a cocktail party, it is an opinion. But if a pope writes a Papal Encyclical, it is part of the Teaching of the Church. Some Catholics might believe in the concept of a "co-mediatrix". Those who do are merely stating an opinion.
