Midgets are proportionally sized--all body parts are in proportion.  
Dwarves are not proportionally sized; their heads are normally the size 
of a full-grown person, their torsos are larger in proportion to their 
legs and arms, etc.

Dwarfism is a genetic condition, but midgets are the result of glandular 
conditions and can be "cured" with hormone treatments.
