My oldest daughter just finished 4th grade. She just told me that she had 32 
in her classroom this past year. There were four classes of 4th grade in her 
school, each with roughly that amount of kids in it. I subbed in her 
classroom last fall - 32 kids in a portable "relocatable" classroom means it 
is crowded. "Getting to every kid" is even tougher when the kids are crammed 
together like sardines into a can.
