   I'm not so sure about that. It's my understanding that San Diego's light 
rail/trolley system operates at a profit and has been since a short time 
after it opened over a decade ago.
   OTOH,  LA's attempts at trying to rebuild a portion of the PE system seem 
to be filled with one disaster after another.
