It would help ALL pitchers. Let's not forget that the strike zone would
extend HIGHER and since inside pitches would be allowed to be *strikes* much
higher than they are today, a guy like Maddux would have just as much of the
plate to work with. When they lowered the mound in 1969, they also lowered
the strike zone because it had a detrimental effect on hitters and it wasn't
just the power pitchers that benefitted.
