I agree, this is funny.

Anyone can get filegate files from any other node in fidonet.  That has
always been one of main ideals of the FileGate.. No one has ever been able
to limit them by charging $$ over their own cost for them, or hold a
position of HUB if they refuse to carry the whole load and pass them on to
others. How can one control the picking up of traffic in Fidonet?  At least
here in Zone 1, we've made sure it isn't that way.  I can't speak for your
zone, no doubt.
