subject: broadband RF

I'm looking to build a device and am not sure of the best way to go about,
thought I'd see if anyone has any unique ideas or best methods.
I'm looking to build a broadband RF generator for personal security useage
that can jam or interfere with low power signals which are in a very direct
vicinity,.. for instance, within a household.. I'd want the generator to
output fairly uniform noise from 20MHz to about 600MHz. I figure a numberof
techniques could be used. You could either have a true wideband noise source,
but Ihave no idea exactly how you would create that. Or you could do a
impler
technique and just have a series of low powered VFO transmitters. And each
FO
"sweeps" a limited range of frequencies, over and over in a cycle very
rapidly.
As far as the true broadband RF noise source, how could that be created
(preferably at a low power so that it doesnt propagate too far down the block
interfereing with peoples televisions).?
