While I think you might have something here, I wonder why the effect isn't 
consistent across all enclaves of minorities (thinking here of orientals) - 
or 
maybe I don't, since the orientals seem to have strong familial ties and work 
together as extended families.  I believe that the crime problem is more 
related to the rise in bastardy, the increasing numbers of children being 
born 
to children with no effect parent of either sex on the scene than in outright 
poverty, because in some cities there are no poorer areas than those in which 
the vietnamese live, ane yet they're the safest places for a persn to be.
The demise of the family almost always presages a rise in crime.  Perhaps the 
most appropriate question to ask is where the family structure went in the 
areas affected, and what we can do to encourage that the damage be undone - 
not the race of the folks in the area, because the race isn't really 
particularly interesting.
