I know nothing about XP Home, but the first step of course would be to find
out what it CAN talk to over the network. At command prompt, what is the
output from 'ipconfig /all'? How does that output compare with the output
on a working machine?

When mysterious issues occur, always look in Event Viewer (e.g. run eventvwr.exe).

If the IP addresses look consistent, I would point at the firewalls - it
can be very hard to be sure you have turned them off.
