The "10 commandments"(actually, "the 10 statements")
were never intended to be
a comprehensive ruleset -- they were EXAMPLES of the Torah that was given after
(Jewish tradition says there were 613 commandments given to Israel); the
Noachide laws are derived from commands given to Noah(the new father of all
humanity) and are deemed to be universally applicable (the Jewish 613 include
those 7)

As I recall it, there's nothing about cruelty to animals in the "big
ten", but
it's one of the 7 Noachides.
