No, they used all four:
Green -- Tip   \
Red   -- Ring  / Should read either -48VDC or 48VDC, depending upon
which way you hook the meter up. I do not remember which one carries the
-48VDC, I think it is the Tip.
Yellow -- Mechanical Ringer Ground -- Not used anymore, but if you have
an old fone that doesn't ring, then you need to hook this one up.
Black -- Ground -- Not used much anymore, I tried grounding my stereo to
this and got a hum, so I disconnected it.
