In this county at one time, around 50% of the older teenagers were not in
high school. How does one count that population which managed to end up in
the local juvenile corrections establishment quite frequently?
Also, the glaring lack of education is rather evident among our prison
population as is the high incidence of alcoholism.
The local schools will not keep a kid if he or she becomes a behavior problem
or is on drugs. How does that fit into your statistics?
