Some do, most don't.  What little I understand about trunking goes
something like this:  There are a number of channels shared by different
services, (ie: police, sheriff, fire, ambulance, etc).  There is a single
control channel, (digital), which tells the different systems which
frequency to use for each transmission.  Thus, an exchange between two
stations which lasts for 5 transmissions might use 5 different
frequencies.  This skipping around frequencies gives a degree of security
because most scanners cannot follow it - the same frequency might be
carrying parts of several conversation, one right after the other.  This
frequency-hopping also allows better utilization of frequencies in a busy
area, though when things do get busy, a particular user might have to
wait a couple of seconds to transmit until a frequency becomes clear.

You got the application or the license in 2 days?  It's easy to get an
application, however there is a TON of paperwork to submitting the
application and receiving a license!
