You are correct and I am aware of that.
 
But the multiple-hat argument will affect the smaller zones more than it
does the larger zones because small zones have less possibility of
candidates.
 
Be my guest if you really want to sort it out. My guess is that the
imbalance will shift even more towards zones 1 and 2.

Jan will have no hats soon as there is an election on-going and he is not a
candidate. Janis also is a multiple-hat person that I know of. And I have 2
hats as well.
 
The absolute numbers are fairly correct as it is a tally of all zones plus
all regions plus all nets plus one IC. As said before, after having gone
through it with a flea-comb to catch the multiples the situation will not
have changed much.
