I had a look last night, but I didn't find anything of much interest.
One site dismissed the heifers so far produced as ineligible, & there
is some stuff about whether the heifer will be sacrificed in the temple,
or if it is enough to do it in site of the temple, etc. Some see the
sequence as: perfect red heifer -> sacrifice -> building of temple ->
coming of Moshiach. I suspect that the Sanhedrin will be formally
reinstituted, & it will rule on what is required, but I might be
wrong. I will keep watching for anything new.
