Because there were no bishops in the 13 colonies, the Episcopal Church
in the USA has always /permitted/ the unconfirmed to receive Communion,
although it is not normal. I'm not at all sure it's /legal/ in the C of
E. It wasn't the last time I looked, but I'm a little out of date.
Pragmatically speaking, the Church of Rome has allowed children above
the age of discretion to receive Communion for about a century, and
hasn't exploded.
