Bill pay and account update services can be either web-based or directly
integrated into Quicken. The web-based ones require that you visit each
bank web site and select the information to download, or the bill payment
instructions to send via the bank's web interface. This is not a problem if
it is only one account, but if you have several, it is a lot more
convenient to have Quicken automatically poll and update the account
information for all the accounts.

The free services are usually web-based, and it is this service that they
disable. They may also disable certain types of web-based updates that use
OFX instead of QIF files. Later versions of Quicken do not even support
QIF.
