You are forgetting about the foiled terror attack in the UK recently.  You 
can trace Bush's rebound in the polls to well before "that execrable 9/11 
thing" and right after that attack came into the news cycle.

Carl also cites falling gas prices in another post.  No reason to chew that 
factor over again.
