The question is, does it really work ? We checked recently
the nodelisted phone of Z6C (in his ZMH, of course) and
there was no modem answering, but voice. We asked Bin Li,
and they said he is out of the office. Is it in accordance
with P4, that sysop, who doesn't comply with basic requirements
for a fidonet sysop, can participate in a formal voting ?
I think that all the voting has to be regarded as null and
void, as long as at least one of its participants don't comply
with P4 requirements.

You cannot apply to P4 in one case and ignore it in another
one.
