EchoFix would do some of what you want, reads Squish/SqaFix.CFG and creates 
MSGAREA.ECF which is compatible with Maximus (in fact you can just rename it 
MSGAREA.CTL if you want :-)
At the moment there's only a DOS version however.. F'reqable here as ECHOFIX 
24hrs/day (if you can get on :-)
