In all of the previous Shadow Wars, either the Shadows or
Vorlons won, and in the process somne species were
pushed to extinction and other species were pushed more
quickly to moving from body based life to spirit only life
and becoming First Ones.
So the "we" who won was we humans, we Narn, we Minbari
and so on.
They traded slower evolution for fewer extinctions. Both a
down side and an up side. And they also exitted the game.
Consider the poetic view of the Three Laws of Thermodynamics.
The first law is conservation of energy - you can't win. The
second law is entropy - you can't break even. The third law is
you can't exit the game. Sheridan fought the Shadow War to
exit the game, and in exiting he won the game didn't win.
