Hi Mark.  I have a Green-Cheeked Conure.  Ive had her for almost a year. The 
people I got her from said she plucked her feathers out twice a year.  Since 
Ive had her she hasnt done it yet.  I mist her with water everyday. Sometimes 
they pluck their feathers out because there skin is dry.  Sometimes its 
behavioral.  The people I got her from kept her in a dark room all by 
herself.  So when I brought her home I put her in the living room by the 
window and I pay alot of attention to her.  Sometimes it can be diet I give 
mine apples, carrots, and lots of greens.
Pet Stores carry a spray called bitter apple that you just spray on her.
They also carry a bird bath spray that put the natural moisture back in there 
skin, it also brightens there feathers.
IF nothing works you should take it to a Vet just to make sure its not mites 
or some medical.
