It's a vulgar colloquialism which has lost its unique meaning, as 
opposed to an epithet. For what it's worth I thought the meaning stemmed 
from a dutch word which described animals breeding with one another.

If, therefore, one implies with the term in question that someone likes 
to have sex like an animal, and the implication is made during the years 
of the Reformation and the beginning of the Enlightenment, I'd call it 
quite an insult.

As such, it carried more than an arbitrarily decided connotation. What 
it carries today is much wider, contextually, since a good proportion of 
the population appears to make use of it three times in any casual 
sentence.
