FWIW, I think that there are racist individuals in the criminal
justice system.  I do not think that the entire justice system is
racist.  I think the reason that you see proportionally more blacks
(per population) in prisons than whites is more that crime is prevalent
in poorer areas than it is in wealthier areas.  Those poorer areas
happen to be predominately minority.  Does this mean that minorities
cause more crime?  No, it means that socio-economic conditions breed
crime.  Fix those conditions and crime rates drop.
