 This seems to confirm a "lazy" oscillator John.
 Once the power has been on a few minutes the oscillator settles dowon and 
runs fine with no problems.
 The AR-3500 10m rig was famous for having a minor lazy oscillator when first 
powered up. After about 5 minutes the radio was stable and stayed that way.
 Clearchannel even went so far as to put a sticker on the radio to -tell- 
owners to wait about 5 minutes for the radio to stabilize itself.

 Nope. It sounds like a master VCO circuit is not locking on frequency til 
after a few minutes of the power being turned on.
 Off hand I would suspect the VCO or PLL area as a start.
