I mean stuff like looking up stuff in a DB and then generating HTML that displays it.
A page description language that is pretty rich but doesn't give the user the ability
to shell out and make any OS calls.

I also want the ability to make a single app not take more than X percent of the CPU
on the desktop. Simple priority levels do not cut it. I want some app to get at most
25% of the CPU but to get that full amount if it wants it. Can't do that
with priority levels.
