Scott,

I'm using CuteFTP Pro as client.
I didn't find this option to download the whole file...
The only option I have about "TOC files" are the TOC names and
the maximum file size it allows downloading without asking the user, that
is set to 100kb.

What client?

The file list always shows 1024 bytes because the file doesn't exist. If 
you only get 1024 bytes the client is trying to be clever and only 
accept as much data as the reported size.  There might be an option to 
disable that behaviour - have a poke around.

Otherwise, I can either increase the reported size or calculate the true 
size (possibly slow).
