Don't you get it?  People will *want* to be implanted with those chips.
It will make life much easier for people.  In more ways than one.  As
such, nobody will have to be forced to be implanted.

Look at the recent tsunami tragedy.  Hundreds of thousands dead,
millions homeless and not having the basic necessities of life.  Even
tourists who have lost their passports, etc., having a difficult time.
If tourists had implanted chips, lost passports would not be a problem.
Identification of bodies would be easy, and relatives informed of those
who died.  International relief organizations would be able to get
supplies to those who need them much quicker, and many lives would be
saved as a result.  All because of implanted chips.
