If they do then you couldn't allow people to modify the configuration as if
they were really running a dedicated server. Loading web extensions like
OWA would affect all the sites in all the vm's not just that one customer.
If that's the case then there really wouldn't be much advantage to vm's for
ISP type web hosting.
