Policy is quite clear on what an absolute majority is, and it is not
based on your faulty theory of population representation.  There are 6
ZCs and an absolute majority of those 6 is 4.  NOT 1, as you are
trying to do by declaring the 90% rules.

You might turn that around as well Ward.  I'm sorry, but you cannot
turn back history.  Your timeline is faulty.  The 'rulings' by you,
came out AFTER the vote, thus, they do not count.
